Washington DC, September 20, 2008…Online university builder, Global Academy Online, (the Academy), announced today the release of Fred DiUlus’ 5th edition of the Best Worst in Online Degree Programs. DiUlus, the CEO and Founder of the Academy offers the book to the public as a complimentary download. The book’s rating of colleges and their online programs was first written in 2002 and has been continuously published and updated each year by DiUlus as new online programs and colleges enter the online arena.

DiUlus notes that in the first publication online universities and programs were a fraction of the number today. The 2008 edition contains a record 142 institutions. Measuring online universities from around the world, the publication lists the best and worst on a scale of one to five. The system is based on a proprietary five point rating system invented by DiUlus that analyzes quality of faculty, the institutions online content, program delivery, academic rigor, and effective knowledge transfer along with other indicators.

The five point rating scale DiUlus uses is a descendent of one originally created by him for the banking industry when he edited and published The Federal Financial Digest and Federal Financial Register in the 1980’s. These institutional publications for industry insiders scored 16000 banks and savings and loans exposing defunct and marginal financial institutions as well as identifying the most solvent and strong.

DiUlus suggests that we have universities today that are equally as troubled as many of those S & L’s and banks in the 80’s and 90’s. According to DiUlus there are over 9000 universities worldwide. “Many poor schools”, he states, “are wrapped in the cloth of accreditation both domestically and internationally”,

An American school’s accreditation permits its students to qualify and obtain government financial aid. DiUlus suggests that marginal schools like the borderline banks before them have all the earmarks of what he refers to as “a license to steal” under an umbrella of legitimacy. “It’s unfortunate”, says DiUlus, “many students who would otherwise qualify for some of the world’s best international schools cannot gain entrance because they cannot afford it without Federal Guarantee Student Loan funds.”
